Spaces with Eva Bergant: "Let's Be Careful Out There"


On occasion, there are questions that some buyers ask, like How safe is this neighborhood? Or, Who else lives in this building?, which are never answered by their Realtor, because to do so would be in violation of the Fair Housing Act.

In compliance with the FHA, all Realtors must provide equal professional service without regard to the race, color, religion, sex, handicap, familial status, national origin or sexual orientation of any prospective client, customer, or of the residents of any community. A Realtor may not encourage any group into or away from any property.

In Chicago, there is public information available through the Chicago Police Department website. Here is the link to the ClearMap for Bucktown, where it's very easy to go to any area of the city and find valuable information.

Regardless of where you live, crimes happen in every neighborhood, and no one is immune to it, so please be safe!

Here’s a few interesting facts from the Chicago Association of REALTORS:

In March 2011, 5,324 homes sold in the Chicagoland Primary Metropolitan Statistical Area (PMSA), including single-family homes and condominiums. That total is up 41.3 percent from February 2011 and down 15.6 percent from March 2010.

The median March home price in the Chicagoland PMSA was $158,000, up 3.6 percent from February 2011.

In the City of Chicago, March single-family home and condominium sales tallied 1,450, up 37.3 percent from February 2011 and down 20.1 percent from March 2010.
The City of Chicago median March price was $191,000, up 7.6 percent from February 2011.

Economists expect housing sales to increase monthly for the next three months across the Chicago region.

Yes, the housing market is improving. The numbers of distressed sales are starting to go down which means that there will be less on the market in the future.

Say "HI" if you see me driving around Chicago in my new green Cube, with an @ on the back! I found out my credit score was great for buying a car, the only negative was that I have not had a car payment in more than 2 years. I’m having fun and getting 30 mpg… and I’m never too busy to say hello!

It’s about that time to check your Credit Report. It’s simple and free at AnnualCreditReport.com which provides access to all three of the major credit bureaus. You can do each one free once a year, so the best deal is one every four months.

I will be finding out more about my buying ability as I’m in the market for a new car. It’s about time – 14 years is really too long to keep a car! Now I’ll be building my credit score by paying off the car on time every month. At the same time this loan will reduce my mortgage buying ability because it increases my debt-to-income ratio. Financing is all about balance. (PS – send me your suggestions for a new car – not too big, too flashy, too costly)

The offer was accepted - now what?


After the buyer and the seller have come to an agreement on the price and the terms of the home sale, it's time to work on meeting all the contingencies.


Inspection - In most sales, the buyer has a few days to bring in any inspector or other Licensed persons to examine the property and identify any health or safety defects. These are items that are not obvious to the buyer or seller. An example might be that the inspector looks at the basement sink drain and finds a leak. The buyer might ask the seller to have the pipe repaired or pay for the buyer to have it done at a later time.


Attorney Review - Both buyer and seller will have their attorneys look at the terms of the purchase agreement and the attorneys will come to agreement on any terms. This review is usually as long as the inspection period (or a few days longer) and the attorneys will confirm any responses to the inspection items.


Mortgage -
Generally the last completed contingency, since the details of confirming the mortgage funding are the most time consuming. The purchase agreement includes a date by which the buyer and their lender must be able to agree that funding is available for this buyer and this property. The agreement also provides some limits for the loan rate and duration. (This is why it’s so important for buyers to be pre-approved!)


Condo Documents -
The Condo Declarations and Bylaws, Rules and Regulations, Budget (current and previous year), Minutes and a 22.1 form will all need to be provided to the buyer for their review, and the attorney. Most are required during the attorney review period. They are also needed by the buyer’s lender who will confirm the financial stability of the condo association before authorizing a loan.


Other contingencies could be the sale of a previous home, pet rules, leases, or other items that both buyer and seller agreed to during negotiations and included in the Purchase Agreement.

The Value of Pre-approvals

Realtors and Lenders are always suggesting that buyers get pre approved for their home purchases to insure that you can buy that place when you find the right one. Today’s lending market is more difficult and time consuming than ever and the value of a pre approval continues to be high. This step confirms that you really have that great credit you have worked hard to build and it outlines any steps you need to take or maintain to keep that credit score. Lenders will advise you to avoid large dollar transactions in all of your banking and investments and to avoid opening or closing credit cards, or lines -among other things.

A pre approval also shows you in real dollars what your costs are in different price ranges and for various down payments. A great lender will also outline what a change in interest rates will do to your buying power.

When you make an offer on a property this pre approval shows the seller that you are diligently pursuing the finances to purchase the property. Sellers (individuals and banks) consider this as part of the strength of your offer along with the price and other criteria.

Tips for staging your home by Eva Bergant

(Note: Due to a meaty issue this week, we are doing more 'read more' to prevent scroll fatigue. I am actually still at work and have not even gone home yet to see the images that Phlash uploaded. Tomorrow, Dika is covering state of the wards at Feast. The following is excerpted from the weekly 'Spaces' column by Eva Bergant of @properties)

Here are just a few easy and inexpensive tips for staging your home.


A few of the easy and inexpensive tips are:


Clean and shine everything. Add lamps that bounce light off the ceilings. Use light curtains open to the clean windows.


· Put away personal items while removing clutter and out of season items from the closets and rooms.

· Use colorful accessories such as pillows, vases, and rugs. Keep the background more neutral so the buyer can see the space and how they will occupy it.


· Arrange furniture for easy traffic flow and obvious uses. Avoid blocking doorways and using rugs that trip.


· Keep kitchen counters clean and clear of all items, including the front of the refrigerator.


· Get new matching towels, bathmat and shower curtain. Put away your personal items. Shine and clean every bathroom surface.


· Display fresh flowers that complement your color scheme.


· Treat your outdoor space as a room in the home with its’ own décor.


· Make the home inviting to buyers and give them enough space to see themselves living there.

Feb. 2 Spaces

Have you ever been to a restaurant where the menu offers something, often lobster or seafood, for “market price” instead of a set price? Your meal cost is adjusted to a price that reflects how expensive the ingredient is at the time the restaurant buys it. The cost of the ingredient is dependent on the available supply and on how many chefs are interested in the use of it. If supply and demand are equal, market price and market value are equal.

Real Estate is similar. When there is a high supply of property without a high demand, the market price tends to become lower than the market value of the property. In fact as long as there is a high supply of properties it will continue to be an advantage to the buyer. The advantage goes beyond the price as there are many choices available, location, size, floorplans, finishes and more.

So if restaurant A wants to sell the ingredient quickly, the “market price” will be reduced. Is it a deal to get the lobster at a reduced price? Only if it still has the fresh flavor, and maintains its “market value." Restaurant B can continue to sell the same ingredient at a higher “market price” because of freshness, preparation or many other factors.

Is the foreclosure house a deal at “market price”? Only if it is in decent condition or can be restored to “market value”. How does this compare to the home that has a higher “market price,” but is in wonderful condition and is offered at “market value”? You decide. After all the “market price” is determined by what a willing buyer and a willing seller agree upon.

Spaces: What is a Short Sale?

What is a short sale? It is when the sale of the real estate does not produce enough money to pay off the existing mortgage(s) on the real estate, thus "Coming up short.” It succeeds when the borrower has significant financial hardship and the lenders agree that accepting a reduced loan repayment is an advantage to them over the fees and legal issues to get full repayment from the borrower or from foreclosure. The borrower is not automatically released from the responsibility to repay the balance of the loan. The borrower may be able to avoid this deficiency, thru legal actions and may be able to restore their credit status in one to seven years.

How is this different from a foreclosure? In a foreclosure the real estate is sold by judicial sale and the lenders or lien holders are paid from any proceeds, in the order of their liens on the property. Foreclosure is begun when the lender files a suit against the borrower for not paying the mortgage as agreed. Since this is a legal process, it is time consuming and expensive. The negative effect on the borrower is larger and the process takes longer than a short sale.

So. what’s on the market in Bucktown and Wicker Park?

"So, how is the housing market in Bucktown/Wicker Park?" is a question that Realtors are often asked. On average Bucktown and Wicker Park properties are maintaining their values. From examining summary data for 2009 and 2010, we can determine that the number of completed transactions is lower in 2010, and the average sold price for detached homes is down by 2.7% to $840,251; with an average sale price of 92.6% of the list price in 2010, and 90% in 2009. The average sold price for attached properties, condos and townhomes, is down only 1% to $391,721; and selling price is 95% of list price for both years.

What does this mean? It means that you may not be able to sell your place for the price you paid for it, but our neighborhood pricing does appear to be stabilizing. The homes which were sold last year shared a common characteristic: They were priced correctly. This trend will continue in 2011.

Buyers are aware of the value of the property they are viewing, and are not interested in homes that are priced above the market price. There are 237 attached homes listed with a median price of $399,000 and ranging from $142,500 to $949,900 in listing price. (See tables) If people keep buying at the rate of the last two years, all of these places could be sold in the coming year, but there will always be new properties coming on the market and these current market times are higher than the averages for the past year. Sellers need to price right or be prepared for a long wait and subsequent price reductions.
